Foreword
The Awakened of the Towers of Atlanta believe first and foremost in the responsibility of the individual. We expect that all citizens, their guests, and other visitors comport themselves with the utmost responsibility.

We expect that Cabals will police their own members. We will only intercede where requested or where the crime or behavior is of extreme severity. Extreme severity will be determined only when a clear majority of the citizenship of Atlanta agrees this is the case.

The Intermediate Reformation Charter of Atlanta in an extension of the Lex Magica of Atlanta. The governmental system of the Atlanta citizenship as well as the methods to alter both the Lex Magica and the charter are included the in the charter.

The Precept of Secrecy
Our workings, magic, society, and secrets are not to be revealed to the Sleepers. To that end, it is a crime to use in front of or leave behind the obvious workings of magic that may be observed by Sleepers.

The Precept of Recognition
Only Awakened of the Pentacle, Sleepwalkers, or Awakened Apostates may enjoy Citizenship as a resident of Atlanta. Citizenship is gained when a welcomed guest is recognized by the residents of the city as a Citizen.

Only Citizens of Atlanta will be able to vote on city matters or enjoy the protection of the rights granted therein. All rights and duties set by the citizens of Atlanta shall apply equally to all its Citizens.

Welcomed guests are invited to stay within the borders of the Atlanta, but must register their presence with a citizen upon entering into the city.

The Precept of Protectorate
We expect all citizens of Atlanta will treat the person and property of other citizens and welcomed guests with respect. This is to be especially respected during formal gatherings, where all welcome guests will be considered protected under this clause. Trespass, willful damage, theft, and bodily assault to welcome guests and citizens during our gatherings will not be tolerated.

The Precept of Hubris
Awakened and Sleepers alike should be treated with the same respect and granted the same basic human rights. The citizens of Atlanta do not recognize the right of the Awakened to lord their power over Sleepers.

We also recognize that, as we live amongst humanity, we follow their laws. We will abide by all city, state, and federal laws, and the punishments levied for them. Theft, murder, torture, rape and other so called 'mortal' crimes are crimes in our eyes also. We also recognize that exceptions must be made to preserve the secrecy and defend ourselves from our enemies. All citizens of Atlanta are empowered to make determinations for these exceptions. Exceptions may not be made if the crime being committed is against another citizen or welcomed guest. Only a majority vote of the citizens may retroactively reverse the determination of a citizen and thereby subject the offender to judgment.

It is the duty of every awakened being to prevent Paradox. Offenders will be judged by the citizens of Atlanta in the matter of public paradox that has caused public harm or damage.

The Precept of Libery
All that are protected under the Lex Magica of Atlanta shall enjoy freedom from magical coercion, imprisonment, or unwanted apportation. These actions may be employed by the citizenry as a means of punishment, but no individual has the right or authority to engage in these actions without the backing of the citizens of Atlanta. Temporary applications of magic designed to strip liberties may be required and will not be punished when citizens or welcomed guests are not in control of their faculties or are taking actions that endanger others or the Precept of Secrecy.

The Precept of Civility
We recognize that individuals and cabals may differ at time. Open warfare will not be tolerated within the Towers of Atlanta. Take your wars outside of our city.

Issues of difference may be resolved through mediation of a third party, judgment from the Hierarch, or the Duel Arcane. In all instances, both parties must be willing participants and must agree to accept the outcome. Once an issue has been decided upon using this method, the matter is considered dropped forevermore.

Judgments
Any judgment made under the Lex Magica may be appealed to the citizens of Atlanta a maximum of one time. Our city recognizes that capital punishment, while strongly recommended against, it sometimes necessary. Such punishment will only ever be sanctioned with the unanimous agreement of the city.

If the Lex Magica does not have a precedent or judgment the citizens will make a decision that is morally right and just and this will be entered into the Lex Magica. Such Judgment will be used to guide further judgments.

If the Lex Magica contains a judgment or precedent, Atlanta will use this precedent as a guide, but may (upon unanimous vote) make a decision counter to the precedent.

1. Binding contracts should always be honored once agreed to, whether they are given on paper or verbally. Witnesses should be present for all such contracts agreed upon. We will not adjudicate in these matters if they are not properly witnessed and recorded.
2. We recognize the Duel Arcane as one avenue to conflict resolution, given the agreement of both participants. Duels to the death are forbidden within the Towers of Atlanta.

2nd Offense -- Loss of Mana Pool and loss of all Tass

Vulgar spells that cause a Paradox

1st Offense -- Loss of Status
2nd Offense -- Suspension from citizenship (minimum 1 Month)

Dealing in anything Abyssal

1st Offense -- Exile or Death
